The Human Rights Commission of Mexico City (CDHDF) opened three investigation files against three officials of the Miguel Hidalgo borough, among them that of City Manager of the jurisdiction Arne Aus den Ruthen Haag. The charges include violations of security, honor and image protection.
This came after neighbors were exhibited by the City Manager using the internet application Periscope while Aus den Ruthen Haag was on duty conducting raids. The CDHDF assessed that, despite some of the conducts exposed by the City Manager can be considered socially reproachable and constitute an infraction, the use of technological tools such as Periscope may lead to exhibiting people guilty of a administrative fault, without authorities following their obligations in terms of protection of personal information.
It was also reminded that a person’s image is a matter of personal data, that can lead to his or her identification, and hence must be guarded by the established legislation in article 16 of the Federal Constitution .
