An evaluation determined that a deteriorated sewer was what caused a sinkhole to appear on the Paso Exprés de Cuernavaca highway on July 12.
The sinkhole would not have been there if it wasn’t for the damaged sewer, say experts who evaluated the incident. There were also flaws in the retaining walls and the project’s supervision, they added.
The experts said government authorities will identify the culprits among the companies and public officials involved in the project.
